ARCHICHARTER

The European Charter for Sustainable Tourism in protected areas of Archimed regions integrated with EMAS, Agenda 21 and Ecolabel

ARCHICHARTER is a project financed in the framework of the EU Community Initiative INTERREG IIIB ARCHIMED. It aims at applying the European Charter for Sustainable Tourism to 6 protected areas on the Archimed Region.

 The project is carried on by 3 Italian and 3 Greek partners (see map and logos in the folder "the project Archicharter " in the index at your left).

 The Project leader (P1) is the Serre Regional Park, located in Calabria. The other Italian partners are the (P2) Nebrodi Regional Park, in Sicilia, and the (P3) Matese Regional Park, in Campania. All of them are mountain protected areas created with Regional laws.

The Greek partners are (P4) the Zakynthos Marine Park, in the Ionian Islands, which represents the special needs of the marine parks, the (P5) Border Region Delta Rhodopi, East Macedonia-Thracia, which has the responsibility of the management of a Nature 2000 Network in the Nestos river and gorge and (P6) the Nevropolis administration, Thessaly, which manages the lake Plastiras (or Tauropos) and its habitat and species of European interest and of the Nature 2000 Network. ENEA, an Italian National Public Body for Scientific Research (Agency for New Technologies, Energy and Environment) is responsible for the scientific quality of project's implementation with the support of Europarc, (the body envisaged by EU for Charter implementation) and the Italian National Competent Body, the public subject which manage the Ecolabel and EMAS european tools.

 ARCHICHARTER promotes the improvement of Parks environment through the implementation of the European Charter for Sustainable Tourism (Charter) in parks of the ARCHIMED area, where tourism is a significant economic activity but can be a threat.

 Infact, tourism is fundamental for economy in Mediterranean area with strong natural, cultural and traditional values, where natural systems and human activities are interdependent, and economic activities strongly influence the ecosystems status, hence the need to adopt a perspective which takes into account these inter-relations in local development actions.

 This concern may find an useful tool in the European Charter for Sustainable Tourism (Charter), a strategic instrument jointly defined by Europarc and the EU DGXI in agreement with IUCN for promoting sustainable tourism in protected areas.

The Charter (see description in documents) considers every local resource as the core of tourist attractiveness and, therefore, compels park administrators, tourist operators and all relevant stakeholders to set up a network to jointly define tourism development strategies combined with environment protection and to valorize cultural heritage.

 Within the ARCHIMED area no parks still joined the Charter. The proposed project aims at enhancing Charter's implementation, stimulating public/private synergies inside the parks and among parks of different regions. Moreover, the project aims at integrating the Charter with elements of additional voluntary tools such as EMAS, Local Agenda 21, Ecolabel.

 Main activities comprise: networking, environmental assessments, tourism demand and offer assessment, local and trans-national studies on tourism development and Park management, definition of a Common Strategy and shared Charter Action Plans for each parks, dissemination activities, seminars and training courses on new strategies for quality and Ecolabel application to tourism infrastructures, services and products.

 With the Charter the project aims also at promoting cooperation among Parks and, locally, the cooperation among private and public stakeholders, in order to define a common Strategy for sustainable tourism development and for the introduction of shared Plan for Action.

 The project promotes a transnational approach to tourism creating new skills and market opportunities too.

ARCHICHARTER

La Carta Europea del Turismo Sostenibile nelle aree protette delle regioni Archimed integrata con EMAS, Agenda 21 ed Ecolabel

ARCHICHARTER è un progetto finanziato nell'ambito dell'iniziativa Comunitaria INTERREG III B  ARCHIMED e si propone di applicare la Carta Europea per il Turismo Sostenibile in 6 aree protette dell'area Archimed.

Il progetto è gestito da 6 partner,3 italiani e 3 greci (per maggiori informazioni vedere mappa e loghi contenuti nella cartella “Progetto Archicharter” dell'indice alla vostra sinistra).

Il partner capofila (P1) è il Parco Regionale delle Serre, situato in Calabria. Gli altri partner italiani sono il Parco Regionale dei Nebrodi (P2), in Sicilia, e il Parco Regionale del Matese (P3), in Campania. Tutti i suddetti Parchi sono stati istituiti in base a normative regionali e si caratterizzano come aree protette montane.

I partner greci sono il Parco Marino di Zakynthos (P4), nelle isole dello Ionio, che rappresenta le particolari esigenze dei Parchi marini;  la Regione confinante con i Delta Rhodop (P5)i, nella Macedonia-Tracia orientale, che ha la responsabilità di gestire una rete Natura 2000 nel gole del fiume Nestos e l'Amministrazione di Nevropolis (P6), in Tessaglia, che gestisce il Lago Plastiras (o Tauropos) nonché ne protegge gli habitat e le specie di interesse europeo come previsto dalla Rete Natura 2000.  

ENEA (Agenzia per le Nuove tecnologie, Energia ed Ambiente), ente pubblico italiano di ricerca, fornirà supporto scientifico e curerà la qualità del progetto insieme ad Europarc (l'ente indicato dalla UE per attuare la Carta) ed all'Ente italiano competente per la gestione degli strumenti europei ECOLABEL ed EMAS.

ARCHICHARTER promuove il miglioramento ambientale dei Parchi attraverso l'adozione della Carta Europea del Turismo Sostenibile (Charter) da parte di alcuni Parchi dell'Area Archimed, dove il turismo costituisce un importante attività economica ma, allo stesso tempo, può essere anche una grave minaccia.

Infatti, il turismo è una componente fondamentale per l'economia  dell'area mediterranea caratterizzata da forti valori naturalistici, culturali e tradizionali, dove i sistemi e le attività umane sono molto interdipendenti e dove le attività economiche influenzano fortemente gli ecosistemi. Per tali motivi è necessario adottare una prospettiva che tenga conto di tali interrelazioni nelle azioni di sviluppo locale.

In tal senso, la Carta Europea per il Turismo Sostenibile, quale strumento strategico definito da Europarc e dalla DGXI della Commissione Europea d'accordo con IUCN, costituisce senz'altro un utile mezzo di promozione del turismo nelle aree protette.

La Carta (vedere descrizione nei documenti) considera ogni risorsa locale come elemento fondamentale di attrattività turistica e, pertanto, richiede agli amministratori dei Parchi, agli operatori turistici e alle parti interessate locali di creare una rete per definire congiuntamente strategie di sviluppo turistico e, allo stesso tempo, proteggere la natura e valorizzare il patrimonio culturale.

Nell'ambito dell'area Acrhimed nessun Parco ha fin'ora adottato la Carta. Il progetto mira a  promuovenre l'applicazione, stimolando sinergie pubblico/private all'interno di ciascuno Parco e tra i vari Parchi. Inoltre, il progetto si propone di integrare la Carta con elementi contenuti in altri strumenti volontari per la sostenibilità quali EMAS, Agenda 21 Locale ed Ecolabel.

Le principali attività comprendono: creazioni di reti tra soggetti pubblici e privati e tra partner, analisi ambientale, ricerche sulla domanda/offerta turistica, studi locali e trans-nazionali sullo sviluppo del turismo e sulla gestione dei Parchi, definizione di una Strategia comune e Piani di Azione condivisi per l'applicazione della Carta in ciascun Parco, attività informative, seminari, corsi di formazione sulle nuove strategie per la qualità e l'applicazione di Ecolabel a infrastrutture, servizi e prodotti turistici.

Il progetto si propone, inoltre, di promuovere la cooperazione tra Parchi e, a livello locale, tra attori pubblici e privati, con l'obiettivo di definire una strategia comune per uno sviluppo del turismo sostenibile e per l'introduzione di un piano d'Azione condiviso.

 Il progetto promuove infine un approccio transnazionale al turismo creando allo stesso tempo nuove competenze e opportunità
